Career Planning Made: The physical fact and the legal status gi together.
The increasing complexity of permanent : tlements makes it probable that certain decision that is, planning—must have been made in ev city that has ever existed. The extent to wh planning was carried varied, and no doubt depended largely on the degree of organizat in the civilization that produced it. Cert ancient cities show a very high order planning, while others exhibit only rudimentary street patterns.
Guidance Throughout the World. The overall pattern of an educational system affects its guidance and counseling services. In Communist countries in Europe, for example, students are given tests, and the scores, along with other means of assessment, result in an assignment to a school without consideration of individual interests. In some countries of western Europe a sharp division in educational and career planning made planning is made, usually at the ages of 13 or 14.
The real task of the planning board therefore should be—and is, in those communities where planning is taken seriously—to serve as a research arm to the executive. "Pure" planning, planning according to theory, is a practical impossibility, for every executive decision is weighted by many factors of politics, expediency, finance, and local pressure. A conscientious executive and legislative body, nevertheless, can be assisted greatly in making decisions, if presented with the full implications, city-wide, of the alternatives. |
